Youth & employability sector playbook

A job offer is not the only path to economic independence. Your system should follow the path you support.

Training centres, residential academies, school-to-work programmes, apprenticeships and entrepreneurship initiatives all define success differently. Start with your operating model, then connect mobilisation, learning, employers and longer-term outcomes.

Five places, one young woman. Nobody can see she's about to quit.

Six common operating models

Find the model closest to how your work actually runs.

Many organisations combine two or three. Start with the closest match, then borrow only the parts that solve a real programme problem.

Model 01

Centre-based skilling

Youth move through mobilisation, screening, a batch, assessment and placement.

Usually organised around
Leads, candidates, batches, attendance, competencies and placement evidence.
Watch for
Seats filled is not the same as people trained; offers are not the same as joining.
Start with
Candidate, batch, attendance and verified outcome.
Model 02

Residential or intensive academy

Learners live and learn together through a longer, high-touch programme.

Usually organised around
Residents, wellbeing, learning milestones, mentors and transitions.
Watch for
Safeguarding and wellbeing need restricted records beside academic progress.
Start with
Learner plan, wellbeing check and milestone review.
Model 03

School-to-work guidance

Students explore pathways, build work readiness and move into college or work.

Usually organised around
Schools, counselling, aptitude, exposure visits, applications and first transitions.
Watch for
Keep options open; guidance should not become automated sorting.
Start with
Student pathway, counselling note and next-step plan.
Model 04

Employer or apprenticeship intermediary

You connect prepared candidates to employers, OJT or apprenticeship opportunities.

Usually organised around
Employers, job orders, matches, interviews, stipends and workplace attendance.
Watch for
Role, shift, commute, pay and accommodation determine whether a match lasts.
Start with
Employer, opportunity, shortlist and joining proof.
Model 05

Inclusive employment

You support women, persons with disabilities or excluded groups into decent work.

Usually organised around
Support needs, accommodations, accessible training, employers and retention.
Watch for
Store only necessary sensitive information and make accommodations actionable.
Start with
Consent, accommodation plan and inclusive-employer checklist.
Model 06

Enterprise and self-employment

Youth build a livelihood through micro-enterprise, freelancing or collectives.

Usually organised around
Enterprise plans, capital, coaching, customers, revenue and cash flow.
Watch for
Business activity and income over time matter more than a one-day launch event.
Start with
Enterprise, milestone, coaching visit and monthly revenue.

Not sure which one you are? Bring one tracker and describe a normal week. The model usually becomes clear quickly.

Sound familiar?

Your programme runs on good people and scattered data.

These come up in almost every first conversation we have with youth & employability teams.

"A quarter of our offers never became a joining."

Offers go into the funder sheet the day they're made. Nobody checks who actually turned up on day one.

Placement officer
"A third of the batch was gone by week three."

Absences get tallied at month-end, so the counsellor calls after the candidate has already taken another job.

Centre manager
"After the first job change, we lose them."

The number changes, the follow-up sheet goes cold, and the unreachable quietly drop out of the retention rate.

M&E lead
"Three funders, three definitions of 'placed'."

One wants an offer letter, one wants a salary slip, one wants 90 days in the job. We keep three trackers for the same candidates.

Follow one programme journey

For a centre-based skilling programme, four questions separate a placement claim from a lasting outcome.

This is one operating model, not a template for every youth & employability organisation. Use it to see how everyday work, follow-up and management decisions can connect.

Stage 01 · Pick the right batch

Who'll stay for the whole course?

Mobilisers under target pressure fill seats with anyone who says yes, and a third of the batch leaves by week three. The data shows which channels bring in youth who finish and get placed.

Your team does

  • Mobilisers capture leads on a phone, or through a WhatsApp form link that records where the lead came from.
  • Tele-callers work a call queue and log eligibility during the call.
  • Aptitude scores and interview notes land on the same candidate record.

The system does on its own

  • New leads go straight to a tele-caller's queue, with 48 hours to call.
  • Candidates who pass the test get a WhatsApp with the interview date and centre.
  • A duplicate check on phone number and date of birth catches re-applicants across centres.

Where AI helps at this stage

  • A WhatsApp bot answers course questions and collects eligibility in Hindi, Tamil or English
  • A weekly read on which channels bring youth who finish and get placed
  • Outreach posts drafted in regional languages from a course brief

Build your sector playbook

Choose the parts your programme needs, not a giant system all at once.

Choose the parts that match your pathway. A school career programme should not be forced into the same system as a residential academy or an apprenticeship network.

Outreach, screening and batches

Move from leads to eligible cohorts without duplicate lists or delayed calls.

Competency and credentials

Track assessments, evidence, certifications and re-attempts by skill.

Employer and opportunity pipeline

Manage relationships, job orders, role details, interviews and feedback.

Placement, apprenticeship and OJT

Verify joining, attendance, stipends, proof and conversion to employment.

Retention, wages and re-placement

Schedule check-ins and keep job changes, exits and earnings in one journey.

Enterprise and accommodation support

Follow business milestones or individual workplace support without losing context.

Questions the system should answer

Useful on an ordinary workday

  • Who is ready for which next step?
  • What support is blocking completion or joining?
  • Which employer opportunity is genuinely suitable?
  • What happened at 30, 90 and 180 days?
Measures worth seeing together

Delivery beside outcomes

  • Training completion and competency
  • Interviews, offers and verified joining
  • Wage, job quality and retention
  • Employer satisfaction and repeat demand
  • Revenue and survival for self-employment
Keep people in charge

Boundaries to agree before build

  • Counsellors and candidates choose pathways together
  • A score never makes the final selection decision
  • Disability and wellbeing information stays restricted
  • Unreachable alumni remain visible in the denominator
What the system can include

Everything a skilling MIS has to do, in one table.

The stages show the story. This is the checklist your procurement, finance and M&E teams will look for. We'll show each one working in the walkthrough.

How we build it · the MAP approach

We fix the data first. AI comes last, and it's better for it.

Most AI projects stall because the records underneath are messy. So we work in a fixed order.

M
Model

Start with the decisions you need to make.

Every field has to earn its place by helping someone decide something. If nobody uses it, we don't collect it.

  • Connected records for candidate, programme, centre, batch, assessment, employer, job opening, placement and follow-up, with the funder tagged on every enrolment
  • Skill India Digital (SIDH) or scheme candidate IDs stored alongside, for PMKVY and state-linked batches
  • Indicators your funder asks for, from completion to 12-month income, defined before the first form goes out
A
Align

Fit it to how your field team already works.

A system people avoid is worse than a spreadsheet. We design around shared phones, patchy signal and WhatsApp.

  • Offline forms and WhatsApp links in Hindi, Marathi, Tamil or your language
  • A different screen for the mobiliser, trainer, placement officer, centre manager, partner and funder, each seeing only their own centres
  • Calls and check-ins that schedule themselves from joining dates
  • Mobilisers see how their candidates did at work, every month
P
Power with AI

Then add AI where it saves real hours.

On clean, connected records, AI can read paperwork, draft reports and flag who needs attention. A person always checks.

  • Six tested use cases, picked for the hours they save
  • A human check written into every one
  • Clear lines on where AI doesn't belong

Where you start depends on where you are. If your records are already in good shape, we can move to AI quickly. If they're in notebooks, we start there, and we don't start from zero.

Offline forms, local languages, links to government IDs and AI features are set up to suit each programme's needs and consent rules, so not every build includes all of them.

Where AI helps

Six places AI earns its keep.

We picked the jobs that save youth & employability teams the most hours. Each starts with a problem we hear often, and each keeps a person in charge of the decision. How we think about AI →

Collect fasterPlace and verify

“We have thousands of salary slips as photos, and funders want take-home pay, not CTC.”

Reads salary slips and offer letters for employer, CTC and take-home pay.

Your team still decides: The placement officer confirms the amounts before saving.

Collect fasterKeep them working

“Our alumni team can't call 20,000 people at 90, 180 and 365 days.”

Runs four-question WhatsApp or automated-call check-ins in the candidate's language and logs the answers.

Your team still decides: Any 'left job' or 'need help' reply creates a personal call within two days.

Work smarterPlace and verify

“Placement officers shortlist from memory, so the same few candidates go to every drive.”

Suggests candidates for each opening by trade, location, shift preference and scores.

Your team still decides: The placement officer reviews every shortlist before it reaches the employer.

Work smarterKeep the batch

“Our candidates freeze in their first English interview, and trainers can't run mock interviews for 40 people.”

Runs voice mock interviews where candidates answer common questions and get feedback.

Your team still decides: The trainer reviews a sample each week and talks the feedback through.

Know soonerKeep the batch

“With 90 centres, head office hears a batch is emptying weeks too late.”

Sends each centre and state manager a weekly summary of attendance, scores and dropout reasons, centres ranked.

Your team still decides: It shows when each centre last updated, and the manager checks that first.

Work smarterKeep them working

“We know people leave jobs, but not why, so we keep placing them with the same employers.”

Groups exit reasons from follow-up notes into themes for the employer team.

Your team still decides: The coordinator reads every note marked as a serious concern.

Where we won't use AI.

Young people's first jobs ride on these calls. These lines don't move, whoever's asking.

  • Rejecting applicants by dropout scoreIt learns to turn away the poorest youth, the ones the programme exists for.
  • Scoring interviews for 'confidence'It penalises regional accents and first-generation English speakers.
  • Bots in place of counsellor callsA person hears the real reason someone stopped coming.
  • AI-graded certificationIt's regulated and tied to scheme payouts. The accredited assessor decides.
  • CVs and salary slips in public AI toolsNames, phones, addresses and bank details stay in your private system.
  • Sensitive records in shared viewsSurvivor and disability details are visible only to the people who need them.
  • A bot handling harassment reportsUnsafe workplaces need a trained person and, sometimes, escalation.
What changes, and for whom

Everyone enters less and gets something back.

Mobiliser

Sees how their candidates did.

Completion and placement for everyone they brought in. It changes how they pitch the course.

Trainer

Knows which topic to revisit.

Module results for the batch on one screen, and a quarterly note on how past batches are doing at work.

Placement officer

Knows which employers keep people.

90-day retention by employer, so candidates stop getting pushed into jobs they quit fast.

Programme head

Sees which channels and trades last.

Completion, joining and retention by channel, centre and trade, with cost per enrolment alongside.

Leadership & funders

Get retention they can stand behind.

Cohort retention at 3, 6 and 12 months, with follow-up coverage and income change.

If you reached 70% of your alumni at month six, the retention rate of those you reached flatters you. The ones you can't reach are more likely to be out of work. We report retention for the whole cohort, with coverage alongside.

Funders notice. It's the kind of honesty that gets you renewed.
How we work with you

From your first email to a system your team actually runs.

Most systems launch in three to four months. The timeline moves with the number of programmes and roles, how messy the old data is, and how many tools need connecting.

Diagnosis

1 to 2 weeks

We map how your programme works, talk to the people who'll use it, review the tools you use today and hand you a System Blueprint, a clear plan of what we'll build.

Build in stages

6 to 16 weeks

Working screens every 2 to 4 weeks, tested by your field team in your own terms. We clean up your old spreadsheets and move them across.

Launch, then stay

30 to 60 days

Field training and launch, then 30 to 60 days of close support. After that, the system keeps changing as your programmes do.

What we'll need from you

  • A programme owner who can make decisions and join a short weekly review
  • Your current forms, trackers and one recent donor report
  • A few field staff to test screens before launch
  • Access to the tools you want connected

Works with what you already use

We connect to your LMS, WhatsApp, Zoom, payment gateways, Zoho Books or Tally exports and SIDH exports, rather than replacing what already works. Zoho licences sit in your organisation's name, and everything exports whenever you want it.

Your data, your rules

What 'your data stays yours' actually means.

The questions your finance head and IT lead will ask, answered before the call.

Your account, your licence

Zoho licences are bought in your organisation's name and hosted in the Zoho data centre region you choose, including India. We work inside your account.

Export any time

Every record exports to Excel or CSV whenever you want, including the day you stop working with us. You're not locked in to us for support either.

Access by role

Each person sees only the records their role needs. Records of persons with disability or trafficking survivors can be restricted to named staff.

A trail on every change

Edits are logged with who made them and when, so an audit or a funder query doesn't start from memory.

Consent and DPDP

Consent is recorded for each purpose, and we agree up front how long data is kept and when it's deleted. ZolaShield, our DPDP platform, shows where you stand.

AI stays inside your system

AI features run on your records under your account's controls. Beneficiary records never go into public AI tools.
